Technology Accessibility Policy & Commitment
Cordillera Metropolitan District (the “District”) is committed to providing equitable access to our services to all Coloradans. Our ongoing accessibility effort works towards being in line with the Web Content Accessibility Guidelines (WCAG) version 2.1, level AA criteria. These guidelines help make technology accessible not only to users with sensory, cognitive and mobility disabilities, but ultimately to all users, regardless of ability.
Our efforts are just part of a meaningful change in making all State of Colorado services inclusive and accessible. We welcome comments on how to improve our technology’s accessibility for users with disabilities and for requests for accommodations to any of our services.

We welcome your feedback about the accessibility of Cordillera Metropolitan District (the “District”) online services. Please let us know if you encounter accessibility barriers or would like to request assistance. Documents created before January 1, 2022, are considered archival, but the District may be able to provide a reasonable modification for accessibility purposes if requested.
- All requests are considered on a case-by-case basis and we will reply to all communication in a timely manner
- Reasonable accommodations or modifications are provided at no cost.
- Accommodation requests that would impose an undue financial, technical or administrative burden to the District may not be fulfilled as requested.
Examples of accommodations include:
- Using built-in live transcription tools during virtual meetings
- Alternative document formats (such large print)
- Remediating PDFs
How the District Is Implementing Accessibility
Website Testing and Remediation
- We conduct monthly technology accessibility scans of the District’s website against applicable Technical Standards.
- We work with the District’s website platform to improve and implement accessibility features.
- We remediate public records in an effort to provide continuous improvement of our website.
Training
We participate in webinars and review guidance provided by the Special District Association on the topic of accessibility. We monitor for rulemaking efforts and guidance promulgated by the Colorado Governor’s Office of Information Technology.

Accessibility Standards
Cordillera Metro District’s ongoing technology accessibility efforts rely on the Technical Standards provided by:
- 8 CCR 1501-11 Rules Establishing Technology Accessibility Standards
- World Wide Web Consortium (W3C) Web Content Accessibility Guidelines (WCAG) 2.1 Level AA or higher
- Section 508 of the U.S. Rehabilitation Act of 1973, Chapter 4

Progress Since Last Update
Since adopting the Cordillera Metro District Technology Accessibility Statement and Technical Standards in June 2024, the District continues to make progress with complying with the Rules Establishing Technology Accessibility Standards as contained in 8 CCR § 1501-11, et seq.
Progress includes:
- Designating an accessibility officer who is the primary point of contact for implementing the District’s accessibility plan, for making progress toward meeting accessibility standards, and for addressing concerns
- Providing professional development opportunities for our designated accessibility officer and procuring software needed for remediating documents internally
- Creating and posting an accessibility website page that includes information about our organization’s accessibility policy and plan
- Creating and using accessible templates for required website governance postings
- Providing contact information for people to give us accessibility feedback and request reasonable accommodations or modifications. (See the Technology Accessibility Statement which can be accessed using the following link: https://cordilleraliving.com/technology-accessibility-policy/)
- Conducting monthly technology accessibility scans of the District’s website against applicable Technical Standards; monitoring results and tracking progress
Challenges include:
- The District has limited funding and personnel available for document remediation
- The District lacks specialized staff to provide continuity of management for technology
- External District management and other consultants perform District operations given the relatively small scale of District operations, and they are not specialists in information technology
- Information technology matters are not easily understood or learned by lay people who are not information technology specialists
- Accessibility standards are rapidly changing making complete compliance difficult
How We Are Implementing Accessibility
The District is committed to providing equitable access to all Coloradans. To that end, the District has a plan to prioritize, evaluate, remediate, and continuously improve digital touchpoints within our services, programs, and activities. We are working to incorporate accessibility into our day-to-day operations. Measures that the District is undertaking include:
- Continuing to remediate known compliance issues identified through regular scanning and monitoring
- Considering accessibility roadmaps to the extent offered by the Colorado Governor’s Office of Information Technology or other third parties
- Allocating a limited budget toward contract financial document remediation
- Applying for grant opportunities to procure additional funding for contract document remediation
- Renewing our document remediation software license and procuring an additional technology to aid in document remediation
- Participating in webinars and events, and review guidance, provided by the District’s website platform, the Colorado Governor’s Office of Information Technology, and the Colorado Special District Association
- Monitor rulemaking efforts and guidance promulgated by the Colorado Governor’s Office of Information Technology
- Incorporate and utilize, to the extent reasonably available, new and future accessibility features in public-facing technology used by the District
- Conduct and maintain an inventory of technology and work to address accessibility issues
- Prioritizing digital document remediation in the following way and according to this timeframe spanning the following year:
- First Tier Remediation: Remediate Cordillera Metro District documents that are legally required for website posting, retroactive to January 1, 2022. Timeline: Complete by September 1, 2025.
- Second Tier Remediation: Remediate other Cordillera Metro District website documents and forms that are not legally required to be posted. Timeline: Complete by November 1, 2025.
- Third Tier Remediation: Work with the Cordillera Property Owners Association to implement a plan for achieving document accessibility across our shared website on the website pages that they own and manage. Timeframe: Plan in place by December 1, 2025, and complete by June 1, 2026.
